The sections of the Hongkong Ordinance relating to "assisted

emigrants" and their accommodation in Hongkong do not affect us here. Now that our penal contracts and depots have been abolished, any such debts they may have are civil mat- ters, and it is only necessary for us here to see that such people are not restrained, confined or deceived.
